They respond to disasters, strengthen communities, and drive social progress. But their contributions are still too often unrecognized, undervalued, and under-resourced.

Global disruptions, deepening inequalities, and the UN declaration of 2026 as the International Volunteer Year (IVY2026) make this a defining moment.

Volunteering needs stronger systems, better protection, and sustained investment.

The need is clear. The moment is now.

What This Call Represents

Built from a global survey and national, regional and global dialogues across 2025, the Call to Action reflects the perspectives of volunteers, organizations, governments, and the private sector. As an early step in this process, we commissioned a Challenge Paper to identify the key issues, opportunities, and themes shaping the future of volunteering. These insights helped guide the consultations that informed the development of the final Call to Action.

Together, they call for a future where all people can volunteer safely, meaningfully, and with greater impact.

The Three Action Areas

Recognition

Volunteers must be systematically valued, not symbolically appreciated.
This means:

  • Recognizing formal and informal volunteering as strategic assets
  • Celebrating volunteer contributions publicly
  • Elevating the personal and professional benefits of volunteering
  • Strengthening research to measure impact
  • Ensuring volunteers have a voice in decisions

Support

Volunteering doesn’t happen automatically. It needs infrastructure and investment.
This includes:

  • Policies and frameworks that integrate volunteer action
  • Legal structures that reflect changing modes of volunteering
  • Training, development, and strong volunteer management
  • Platforms for collaboration and accountability
  • Inclusive, accessible opportunities—especially for marginalized groups
  • Joint investment by governments, donors, and the private sector

Safeguarding

Volunteering thrives only when people are safe, supported, and protected.
Stakeholders must:

  • Integrate volunteer safety into laws and policies
  • Ensure accountability for harm against volunteers
  • Establish and uphold codes of conduct
  • Prevent volunteers from being used as unpaid substitutes for paid staff
