They respond to disasters, strengthen communities, and drive social progress. But their contributions are still too often unrecognized, undervalued, and under-resourced.
Global disruptions, deepening inequalities, and the UN declaration of 2026 as the International Volunteer Year (IVY2026) make this a defining moment.
Volunteering needs stronger systems, better protection, and sustained investment.
The need is clear. The moment is now.
Built from a global survey and national, regional and global dialogues across 2025, the Call to Action reflects the perspectives of volunteers, organizations, governments, and the private sector. As an early step in this process, we commissioned a Challenge Paper to identify the key issues, opportunities, and themes shaping the future of volunteering. These insights helped guide the consultations that informed the development of the final Call to Action.
Together, they call for a future where all people can volunteer safely, meaningfully, and with greater impact.
For a deeper understanding of the survey, dialogues, and consultation process that informed this Call to Action, please refer to the Insights Paper.
The Call to Action is available in seven languages: English, Arabic, Chinese (Mandarin), French, Portuguese, Russian, and Spanish. Please select your preferred language below to download your copy.
Volunteering drives connection, solidarity, and collective action. Reaching its full potential requires shared commitment from governments, civil society, the private sector, and volunteers themselves.
